Detroit Mayor Mike Duggan is to deliver his 2016 State of City Address at 7 p.m. Tuesday, Feb. 23, at Second Ebenezer Church, 14601 Dequindre Road in Detroit. Though tickets are required for the event, the speech will be broadcast live on local TV stations and streamed live at www.detroitmi.gov.
